Phase II training seminar on "Modern Hospital Management Systems under Global Health Governance" held at Peking University

To implement documents such as the "Guiding Opinions of the General Office of the State Council on Establishing a Modern Hospital Management System" (No. 67 [2017] of the General Office of the State Council), the "Opinions of the General Office of the State Council on Promoting High-Quality Development of Public Hospitals" (No. 18 [2021] of the General Office of the State Council), and the "Notice on Conducting Pilot Projects to Establish and Improve Modern Hospital Management Systems" (No. 50 [2018] of the National Health Commission), Phase II training seminar on "Modern Hospital Management Systems under Global Health Governance" was held from April 24 to 26, 2024, at the Institute for Global Health Development of Peking University (GHD).

The training seminar was organized by the System Reform Division of the National Health Commission and hosted by GHD. It aimed to help hospital leaders enhance their global health thinking and modern hospital governance capabilities. As part of a series of public training projects guided by the National Health Commission, it was primarily targeted at key personnel from hospitals participating in the pilot projects for establishing and improving modern hospital management systems. This phase of the training, following the first phase held in January for pilot hospitals in the eastern region, was conducted for pilot hospitals in the central region, with nearly 50 hospital leaders participating. Deputy Director Xue Haining of the System Reform Division of the National Health Commission and Professor Liu Guoen, Dean of GHD, delivered speeches at the seminar. Zhu Hongbiao, Chief Inspector (Acting Director) of the System Reform Division of the National Health Commission, and Deputy Director Lin Li attended the opening ceremony.

Training Seminar Sessions Overview

Zhu Hongbiao's Lecture

After the opening ceremony, Zhu Hongbiao, the Chief Inspector of the System Reform Division of the National Health Commission, gave the first lecture on "Establishing and Improving Modern Hospital Management Systems." He covered the fundamental design, essentials, and requirements of modern hospital management systems. Zhu also summarized the progress made in areas such as party building, management systems, and governance structures, and provided insights into future developments.

Professor Liu Guoen's Lecture

Professor Liu Guoen, a Changjiang Scholar and Dean of the GHD gave a lecture on "Economic Analysis of Major Trends in Healthcare." He discussed the healthcare industry's outpacing of economic growth and highlighted five major trends in the healthcare sector. Liu analyzed the unique attributes of healthcare and explained how China's vast human resources can be better utilized in the modern healthcare service industry under the current pursuit of high-quality development.

Professor Xu Shuqiang's Lecture

Professor Xu Shuqiang from Shanghai Jiao Tong University, and Dean of the China Hospital Development Institute, presented on "Public Hospital Reform and High-Quality Development." He focused on the new stage of high-quality development in public hospital reform, detailing how various public hospitals nationwide are implementing reforms in party building, new systems, innovation, efficiency improvement, motivation activation, and spiritual strength. He also analyzed the existing challenges and discussed multiple dimensions of high-quality development for public hospitals.

Director Luo Fengming's Lecture

Luo Fengming, Director of Huaxi Hospital, discussed "Innovative Human Resource and Performance Management: Comprehensive Promotion of Modern Hospital Management Systems." He introduced operational management innovations at Huaxi Hospital and explained how to build a new human resource performance system from multiple angles.

Researcher Yu Lihua's Lecture

Researcher Yu Lihua from the Health Economics and Insurance Research Department of the National Health Commission's Health Development Research Center delivered a lecture on "Medical Service Pricing and Insurance Payment Reform." The course covered policies and status of medical service pricing reform, the status and issues of insurance payment reform, the opportunities and challenges faced by medical institutions, and the trends for future reform and development.

Secretary Guan Zhongjun's Lecture

Guan Zhongjun, Secretary of Tiantan Hospital's Party Committee, spoke on "Implementing Paths for Structural Reform of Medical Service Supply." He explained how large public hospitals can actively participate in and contribute to reforms and development, fulfilling their roles and missions in the new era from the perspectives of value integration, mixed mechanism governance, and supply system reform.

Professor Liu Tingfang's Lecture

Professor Liu Tingfang, founding chair of the Hospital Management Department at Peking Union Medical College and lifelong fellow of IAQS (International Academy for Quality and Safety), lectured on "Challenges and Countermeasures in Medical Safety." Based on ongoing research and reflection, he addressed global medical safety challenges, discussing theoretical innovations, the essence of medical safety, global medical safety alerts, strategic approaches to medical safety, integrated application of three-dimensional tools, and international exchange and cooperation.

Secretary Jin Changxiao's Lecture

Jin Changxiao, Secretary of Peking University Third Hospital's Party Committee, focused on "Implementing the President Responsibility System under the Leadership of the Party Committee." Using Peking University Third Hospital as an example, he detailed how party building leads to high-quality hospital development and explained the intrinsic construction of hospital high-quality development.

Associate Dean Xu Ming's Lecture

Xu Ming, Associate Dean of GHD and Chair of the Department of Global Health at Peking University, discussed "Global Health Policy and Governance Development." He introduced the rise of global health in the context of globalization and analyzed important global health issues such as AIDS, tuberculosis, and malaria. He also elaborated on the fundamental paths of global health governance and the threats and responses to global health security.

Chief Accountant Xiao Wanchao's Lecture

Xiao Wanchao, Chief Accountant of Tongji Hospital affiliated with Tongji Medical College, delivered a lecture on "Enhancing Economic Management Capacity in Public Hospitals." He detailed the challenges of hospital economic management, the innovation in economic management thinking through DRG/DIP payment reforms, and the innovative practices in economic management at Tongji Hospital.

Director He Ping's Lecture

He Ping, Director of the Medical Union Center of Shanghai Shenkang Hospital Development Center, presented on "Digitally Empowering High-Quality Development in Tertiary Hospitals." He shared how digital platforms empower precise hospital management and detailed the overall situation of the medical union platform, applications for patients, services for doctors, management for hospitals, support for research, and high-efficiency data quality control.

Director Liu Lihong's Lecture

Liu Lihong, Director of the Technology Center and GCP Center at Sino-Japanese Friendship Hospital, focused on "Institutional and Mechanism Building for Hospital Technological Innovation." Liu introduced the hospital's research system from four aspects: policy support, performance guidance, support services, and technical platform construction.

Vice President Zhao Wei's Lecture

Zhao Wei, Vice President of Fuwai Hospital, discussed "Promoting High-Quality Development through Informatization and Intelligence." He shared how Fuwai Hospital achieves high-quality sustainable development through an independently controllable informatization construction model.

Case Exchange and Future Plans

The seminar featured an exchange session where hospital leaders from ten provinces shared experiences and discussed issues related to modern hospital management systems.

The seminar aimed to provide high-value theoretical and practical knowledge by deepening content, innovating teaching methods, and combining academic and practical perspectives. The lecturers, with their diverse experiences, detailed empirical evidence, and vivid case studies, encouraged active exchange and engaged with the participants.

Phase III of the training seminar will continue under the guidance of the National Health Commission, targeting hospital leaders from the western region.
