《第六届中国健康经济发展论坛》于2023年12月2日在武汉大学顺利，黄成教授应邀作大会主旨发言。在105篇提交大会进行优秀论文评选中，北京大学全球健康发展研究院刘国恩教授和助理教授潘聿航参与的两项研究获选优秀论文。

“Impact of Extreme Temperature on Hospital Workload: Evidence From China”（Liu G Gordon, PAN Yuhang, WU Wanrui）

Abstract: Climate change poses significant challenges to healthcare systems. This research investigates the correlation between extreme temperatures and hospital workloads, utilizing inpatient records from the Emergency Departments (ED) of 1113 hospitals in China between 2013 and 2022. We find inpatient admissions from ED decrease by 12.3% on days with a mean temperature below -6°C, while increasing by 7.7% on days with a mean temperature exceeding 30°C, compared to a benchmark temperature of 12°C-15°C. Accounting for the temperature in the preceding 7-day period reveals greater cumulative effects. Heterogeneity analysis indicates that heightened hospital workloads during high temperatures predominantly stem from patients with injuries or respiratory diseases, the elderly, and male patients. Tier-3 hospitals and specific departments such as internal medicine, surgery, and pediatrics experience the most substantial increases in workload during extreme heat. In terms of monetary burden, we estimate a 7.1% increase in the total medical expenditure on the hottest days, and a 10.4% decrease on the coldest days. Extreme temperatures exert a larger impact on the insured portion of expenditures compared to out-of-pocket payments. This research highlights the relationship between climate change and burden faced by specific healthcare facilities.

“The Role of Health Technology Innovation on Organization Productivity: A Panel Data Based Evidence”（CUI Yujie, YAO Yao, Liu G Gordon）

Abstract: As productive organizations, the efficiency of healthcare institutions was a crucial issue of concern for institutional managers and policy makers. Innovation, which was well-documented for productivity growth in the macroeconomy, was inconsistent in its impact on organizational growth. Employing a production function approach, using the general method of moments (GMM) and control function method, this paper analyzed administrative data from Chinese medical institutions to gauge the impact of new medical technologies on healthcare organization revenue. Findings demonstrate a 2.6% increase in value-added for institutions and a 7% wage increase for employees with each doubling of HTI per employee. Ultimately, the inclusion of HTI application as a productivity indicator helps demystify the productivity increase mechanisms in medical institutions. However, effects vary across different hospital categories, such as between hospitals versus primary care institutions, and non-profit versus for-profit entities.

崔宇杰，上海交通大学医学院副研究员。北京大学国家发展研究院经济学博士后，清华大学理学博士。从事健康经济学研究研究，包括医药卫生政策评估、智慧医疗大数据实证分析，医院管理研究，医药卫生技术的经济学评价等。主持国家社科基金管理学一般项目等课题，作为骨干参与国家自科基金管理学重大项目及重点项目。担任China Economic Review，Health Economics, Social Science and Medicine等期刊审稿人。

刘国恩，北京大学国家发展研究院长江学者特聘教授；北京大学全球健康发展研究院院长；中国医学科学院学部委员。《中美健康二轨对话》中方召集人，国务院医改专家咨询委员会委员。刘国恩教授曾全职任教美国南加州大学、北卡大学教堂山分校、北大光华管理学院，并先后担任健康经济学国际英文学术期刊《Health Economics》(SCI) 副主编，中文期刊《经济学季刊》副主编，《中国药物经济学》期刊主编。

黄成，北京大学全球健康发展研究院教授、经济学院双聘教授，此前先后任教于美国埃默里大学和乔治华盛顿大学并获聘终身教职，曾担任哈尔滨工业大学（深圳）经济管理学院执行院长。其研究领域为健康和发展经济学、人口经济学、创新和公共政策。黄成教授于厦门大学、北京大学、美国宾夕法尼亚大学获经济学学士、硕士和哲学博士学位。

潘聿航，北京大学全球健康发展研究院助理教授。他2015年本科毕业于北京师范大学，2021年于香港科技大学取得博士学位。加入北大之前，他曾于香港大学经管学院担任博士后研究员。他的主要研究领域为环境经济学、健康经济学、以及发展经济学，着重于使用因果推断（应用微观计量）的方法研究环境污染、政策制定、气候变化对于健康与社会福利的影响。他的研究论文发表于Science, Journal of Environmental Economics and Management，Nature Sustainability等经济学和科学类期刊。

姚瑶，上海交通大学医学院助理研究员，西南财经大学经济学博士，北京大学国家发展研究院博士后，主要研究领域包括健康经济学、发展经济学。作为课题组重要成员多次参与国家自然科学基金委、国家卫健委等资助项目，担任China Economic Review、International Journal for Equity in Health、Social Science & Medicine、Innovation in Aging、中国卫生经济等期刊审稿人。

吴宛睿，北京大学国家发展研究院博士研究生，研究方向为健康经济学。
